白凤杨，男，1990年4月生，汉族，中共党员，内蒙古赤峰人，博士，副教授，硕士研究生导师。
2018年毕业于东北师范大学物理化学专业，获博士学位。
中国化学会会员，中国化工学会会员，长期担任Atmospheric Environment, Journal of Cleaner Production, Chemosphere, ACS Earth and Space Chemistry, Journal of Molecular Graphics and Modelling, International Journal of Quantum Chemistry等环境和化学相关领域SCI期刊论文审稿人。
